That would not be a problem. If your bags are not on board and you don't want to travel it's very simple to offload you, and has been done in the past.
You just need to let an agent know.
However, if a bag has not been sent with you on the flight you're travelling on then the baggage services people may not know where it is. They have to investigate it before they can tell you.
