Is it based on the new one way fare outbound or is it on the new RT fare even if my return does not change?
If you have not travelled on the outbound yet, then the ticket will be treated as a total cancellation and a new ticket issued against the current fare availability based on the 'new' itinerary. No part of the existing ticket will actually be used. Hence the fare diff is what the new fare will be minus the 'value' of the old ticket and then plus the change fee.
