the RJ's centre of gravity is towards the nose. Not all stations have sandbags. So multi-leg flights may need to have sandbags loaded so it will be on board to corrrect the balance for subsequent legs where ballast isn't available.

In larger aircraft, extra fuel can be loaded and used as ballast.
