Well, let's use a different example. Let's say you were a foreigner and planned an April trip for Chicago and the Virgin Islands, then a reactor in the New York City area (hypothetical, I don't know if there are any) started spewing radioactivity. Would you cancel either or both locations for your trip, given the wind patterns? Because both on the wind and distance issues, that's pretty similar to the Korea/Philippines vs Tokyo (as proxy for Fukushiima area) scenario.

I'm not sure why you think you would be stranded, or treated like a leper on your return.
