That's a difficult issue. There are laws/attitudes that make U.S. companies uncompetitive. Commercial shipping has been a victim of the same attitude too. Any ships plying between U.S. ports must be manned by American crew. No wonder the only ships American crew work are ships working between American ports, the rest of the jobs, even senior positions such as Captain and Chief Engineer, have gone to East Europeans, Indians, Sri Lankans, etc. An international carrier should be allowed to have any mix of crews.

About 20 years ago, NW and KLM tried to "mix" crews together across the Atlantic. The union stepped in because that violated the NW FAs contract.

Could it be that it's a misinterpretation of a U.S.t rule? People often misinterpret rules, or err bbig time in the interest of caution. I am talking about the rule I mentioned above that ships plying between American ports must be a manned by American crew, which means a ship plying between a foreign destination and a U.S. port can have foreign nationals as crew.
