Maybe this is because they don't want to give too much hope until it is confirmed...otherwise if they give false hope and then a problem occurs, the public's faith would be (totally) ruined. At the moment I wouldn't call this a magic bullet.

I think it's important to bear in mind that these press conferences are for the dometic Japanese audience, not really the international audience, so the way things are communciated and the things the audience wants to hear may be different to what an outsider may expect.

They've still not announced what the radiactive particles were that caused the increased radiation levels in Tokyo.

Your right it's probably a cultural difference. It's just starting to seem like they are keeping things from the public and generally I'm the last person to think that!
