I stayed for about 6 months at that Sheraton, 4 nights per week. Never missed the upgrade, but it's definetely not a top-of-the-line sheraton.
It's an older hotel and when I first stayed there, I heard talk about reno's but never saw them happen. Last stayed there in August.

Not too sure about the parking, but as mentioned before, park the car on the surrounding streets, until Winter hits.
