There's more than one route, but my suggestion is:

I280 east to
Garden State Parkway south to
I78 east to
NJ Turnpike south to
Goethals Bridge/Staten Island Expressway east to
Belt Parkway east to
JFK

(NB - when crossing Verrazano take upper level and stay in left lane for Belt Parkway)
