The kiosk question can be changed relatively easily to reflect what is a concern to US Agriculture or what is prohibited since those issues can change fairly rapidly. It is just a computer programming change. On the other hand, the form needs to be re-printed and distributed. For that reason, the form is kept general and is used to identify passengers that officers need to talk to in order to determine if the food products they have meet any of the current concerns regarding Agriculture issues.
