Do PC Hotels overbook in the same way as airlines?

Hi all,

I wonder if hotels (in this case Crown Plaza) "overbooks" their facilities in the same way airlines do. If a hotel is booked out on their website, does it mean they really sold the exact number of rooms in each category they have? Or is it possible that they sold more basic rooms and already planned room upgrades to suites for some customers?

Just curious...
