This is the big myth about the "no capacity controls".
A hotel can define a standard room however it wants. Thus a hotel, as I understand it, could have 2 standard rooms, which differ slightly from all others, and 250 non-standard rooms. These "standard" rooms would be the only ones that would be available for award booking.

Most hotels play in good faith with this, and it's usually not a problem. But, in this case, maybe you've found one that is playing by the letter of the rules, but not the spirit.
