I can't imagine hiding towels, I don't wash my towels after every use at home, and even when I stay in hotels I'll often use the same towel more than once so they don't all have to be cleaned. I'm hardly a tree hugger, but using a clean towel for every single shower is just an unnecessary waste.
That being said, even if I felt the need to 'hide' towels to accumulate more and the hotel then found them I'd just laugh it off, I could hardly blame them for thinking that one was maybe going to abscond with the towels. Putting towels in a garbage bag in the closet is not normal behavior, I think one should just accept that and not be surprised that the hotel did not react normally to such abnormal behavior.
Talk about making a mountain out of a molehill.
