When I need to make a change, I call the hotel directly. The usually just tweak the dates without doing any kind of re-pricing.

It is true that central reservations is essentially doing a brand new query(as if you were making a new reservation). If that happens and they quote a higher rate, just tell them to leave it as is so you can call the hotel directly.
