Yes, it is 'intentional' so as to generate a requirement to act.
If you booked through an agency or a business (in-house), the schedule change will have generated the PNR into their incoming "queue" to prompt handling.
If you booked yourself via the airline call centre or aircanada.com, the actual flight affected would normally generate an email if one is on file, or will be actioned by phone in timely fashion.
If during the normal course of events you discover the change before you're notified, it's simply to your advantage to go ahead and take care of it by contacting the agency (or airline, if not via agency) directly to handle.
