So you fly in F and ask about minimum check-in time, and NOT about MAXIMUM check-in time
Because of Seoul traffic, I always aim to be at ICN 2 hours prior to ETD, just to be on the safe side in the case traffic jams too much. I am sure 45 minutes will be OK, but then you will miss the lounge & duty free (reasonably priced cigaretes - my friends always ask me to buy them a box or two).
