You'd think they could use a database frontend and PDF creator to directly put the report into a PDF. It looks like someone printed the report, then fed the report into a MFD's "scan to PDF" function. Or maybe it was printed, faxed, and then scanned to PDF. Pure genius, I tell you.
And given how crooked the pages are, it seems as if they didn't even bother to use the automatic document feeder--it looks like they scanned each page on the flatbed.
Is that what we call "job creation"?
