Public agencies are experts at CYA foot dragging when it comes to FOIA and state public records requests. They know they will eventually have to give up the documents, but if the documents show bad conduct on their part they will stall the release for a year or more, daring you to go to court where they can delay even more. The delay works in their favor, as it limits the timeliness of the public's knowledge. Sadly, early 2010 might be as early a document as anyone has gotten from a viper like TSA.
TSA: "Show us proof passengers do not like the new enhanced gropes."
Public: "We have made a FOIA request for the complaints."
TSA: "Yes you will get them in a year, but until then you have no
proof of complaints, thus we claim you are making it up, and Pistole will tell Congress you have no proof and are not to be believed. So shut up and go away. After we pat you down, of course."
