It seems to me that the common sense and common courtesy rules are:
- Put your bag in the bin above your seat if possible.
- If that's not possible, put it in the bin above the row in front of or behind you, or across the aisle
- If that's not possible, put it somewhere else
- If another passenger is putting their stuff above your seat because there are no other bins available nearer their seat, don't complain that that is "your" bin. It's not.
