Actually, the pilot will call MTC Control who will then contact the on-site contractor. Each carrier has their own MTC Control (Delta and the Delta Connection carriers). I'm assuming you were going to fly Atlantic Southeast Airlines which actually has a base at IAD. The agents at the airport are not suppose to call maintenance.
