Are non-rev passengers really any worse in terms of on-board behavior than ordinary passengers on board the flights in the same cabin(s)?

The non-rev passengers who get the non-rev flying privileges from being an employee or related to a employee would seem to have relatively more at risk for bad behavior than most ordinary passengers, excepting perhaps benefiting from some level of reluctance of some airline employees to "turn in" misbehaving non-rev passengers.
