Not necessarily -- the FS Beverly Hills has a RR Phantom from CLS Limousines and the driver is a CLS employee, not a FS one. In this case, the cost of maintenance, insurance, etc may be borne by the car company providing the cars and is passed along to the hotel. This may be cheaper than the hotel taking care of those costs.
