Yes and No. To requalify, you need exactly the same Tierpoints (rather than miles) as to gain it in the first place: 400 TP (EU Based).
[But Yes: Being EU based those are less TP in the first place, than if you were UK based]

No you can't use AA lounges on domestic trips - only on international trips.
