You need 400 TP's to reach Silver and you need 400 TP's to retain it.
Please note this is not to be confused with miles.
The confusion about the renewal amount is caused by one webpage on the BA site which shows the renewal as 300. I only saw this page when I changed my address to Czech, and it is incorrect.
