Threadjack: Citibank at the arrivals level between the North and South Wings, and Seven Bank ATMs at 7-11s throughout Japan. (I agree that it would be nice to use my foreign CC to reload my Suica.)

To the OP: don't discount the value of the Suica to get around once in Tokyo, nevermind using it to buy stuff.

Also, I've found several Japanese colleagues who coveted my gaijin Suica card -- after draining the cash balance, it makes a good gift for a mere 500-yen deposit!
