I disagree. CapitalOne has positioned the Venture card to appeal to a more affluent market than their core cardholders, and this is a way to attract new customers, in a new demographic, without cannibalizing their base.
Fair enough. I won't argue with that stance. My point is that, like any promotion, it's about marketing. I hope it works - frankly, it's one more card to have in reserve for traveling... and if they get enough "affluent" folks, maybe they'll up the benefits, too.
Then again, maybe not? They are, after all, Cap One.
