I just noticed that the JR East reservation site now has an option for non-rail pass holder to reserve tickets. How recent was this put in (or was it there the entire time and I didn't notice)?

Looks like they hold the ticket against your credit card and charge it when you pick the ticket up. The "before 9 pm on the day before" rule still applies though.
