If arriving into DCA and the cost of a rental isn't too much, I'd consider the car rental over the bus. Bus is easy enough, but it is time consuming and you'd get more out of your day to just drive yourself. Just make sure you travel outside the worst of the rush hour, as the rush hour is fairly miserable.
