rows 20 & 21 are usually exit rows (CO has attempted to re-number all of their planes do 20 & 21 are always exit rows.)
Seats if front of exit rows (19 because it reclines into 20) & (20 because it reclines into 21) either have limited recline or no recline to prevent them from becoming an obstacle if they are left in recline position when and if exit rows are needed.
