I suspect the FAA cares because the size of the bag might prevent overhead bins from closing (fully), thus creating a possible safety issue.

And keep in mind it's not just a matter of the FAA being able to slam the door with enough force that it latches. With pax opening the bins during flight, a door that doesn't close has the potential to be a bad thing.
