IATA TAs dont pay for the bookings when ticketed they submit their BSP as per their local terms say monthly or 2 weekly. Nothing to do with cash flow. It implies a sharp practice that doesnt exist for the most part. Dont pay BSP dont sell tickets. The system cannot really be beaten. When a ticket is issued think of it as being on the TA's account that they pay at the end of the month.
Most of the time the TA won't issue immediately is for the benefit of the client. Maybe a lower booking class will become available. Or they are non ref tkts the client might not want being stuck with.
Sorry to take it off topic but this sort of thing is damaging and for the most part untrue.
