Airlines are exempt from state alcohol laws when flights are in the air, but airlines must comply with state law when serving alcohol on the ground, including the holding of licenses from state ABCs.

That's why airlines are sometimes restricted from serving alcohol on the ground before certain times of day (especially on Sundays) or, in some cases, cannot offer alcohol on the ground at all (USAir in NM after its license was revoked following a dram shop case).

In many states, alcohol cannot be served prior to 7:00 am (and on Sundays in some states sometimes not before 11:00 am or Noon). IIRC, there are several states where AA has chosen not to obtain an ABC license and thus, cannot serve alcohol on the ground. Sluggo has previously posted a list of AA stations where this is the case.
