When I was working for a large corporation, the tickets issued by AMEX when international travel was on QF were almost never permitted to be changed by the airline and all changes had to be performed by AMEX
Same with some Government contract fares. All reservation dealings must be through the in-contract agent - no doubt because the full Y fares are substantially discounted from those available over the QF web site. The only chance of an airline change is when you are at the airport check-in counter and an earlier (or later) flight may be offered (or requested).
