Are you suggesting customs should be performing border inspections of people leaving the US as general law enforcement to make sure they aren't taking contraband (guns, drugs, etc.) into another country?
The type of operation you are describing in your second paragraph is quite common. It happens everyday. US Customs is responsible for many laws that the general public is, most times, unaware of. US Customs is required to enforce both import and
export laws.
