It is even difficult as a SEN to get seats in paid F (booking class A). I tried to get two seats FRA-JNB-FRA as a part of an RTW -many days without A, our seats also had to be waitlisted first.
It is completely understandable that LH limits the amount of upgrades/awards when they can sell F.
