The one thing which would tend to encourage passengers to keep things tidy would be a tidy environment in the first place (i.e. staff with a permanent responsibility to keep the lounge clean and tidy) rather than staff expected to serve passengers, clear plates and glasses and stick a broom in their backsides to tidy up as they do the 4 or 5 other things they are tasked with. The more the environment deteriorates the more PAX will think "what is the point?" in keeping it tidy.
