That sounds like an issue between the Ac page and your browser. I just looked at seat assignments on some of my own bookings already with confirmed upgrades, and I can access all the seat assignment stuff.

Admittedly, through "manage my bookings," then "view all bookings."

Now, if anyone can find a way to change seats on an Aeroplan ticket bought on the phone, short of phoning them again...
