Mornings are packed on trains coming into Tokyo and at major hubs, Shibuya, Shinjuku, Tokyo, Ikebukuro etc. 7~9:30 ish.
If you are heading out of Tokyo in the morning, then things won't be as heavy as trains coming into Tokyo.
Evenings are more spread out then the morning commute, usually the last trains tend to be crowded on the major lines as well.
Weekends tend to be a bit easier then weekdays.
