As with others, you'd probably get a better answer in the Japan forum which is quite colorful with suggestions due to the re-opening of HND, albeit at odd hours.

My push is to crash at any number of cheap 24 hr manga/internet cafes near HND; my preference being the MangaLand in front of the Keikyuu Kamata Sta. Drinks are free in there and 15 min tops directly to HND when train starts running again at 4:30AM.
