The AC agent was correct as far as I could see.
You would not be able to upgrade your niece because she was neither on the same PNR with you nor was one of your nominees. The new rule no longer allows one to upgrade anyone travelling on the same flight with you (as in the past with the paper cert.). This is another one of the enhancements proudly boasted by AC.
