I finally got through after being disconnected or sent to voice mail many times and was able to get answers to my questions. In case anybody is interested here is what I found out:

1. My plan of transferring 10K miles and then buying 2K miles each will work and will be cheaper than purchasing 12K miles in 1 account.
2. There is no additional charge for adding a person to redemption group and then buying a ticket for that person.
3. The additional taxes and fees in my case Tokyo - Seoul is a reasonable $43 US.
4. There is no advance purcase requirement like most US carriers do so booking close to departure date is not a problem.

Unfortunately after all of this good information I found out that there is no award ticket availability on the dates I want to fly.

Under normal circumstances $290 to transfer and top off accounts is not an economical way to use miles but I had these miles stuck in this account for almost 3 years as we rarely fly CX and felt it was a good way to utilize them and empty the account however no availablity at all. I was under the impression that Asian carriers are more liberal in handing out award seats.

Any other creative ideas?
