Happened to me a few months ago: booked EDI-LCY with my BA AMEX. Tickets were issued but no money was taken. Could MMB and choose seat, but could not OLCI at T-24. Had to present card at BA desk in EDI to check in. System glitch? Random audit? All worked out fine.
