Definition of companion vs nominee, for the purposes of eupgrade?

A few minutes ago, I tried to upgrade my niece, who is flying from YVR to HNL, on a tango plus fare.

I am flying from YOW-YVR-HNL, on that date, but on a separate ticket (ie separate PNR).

I was told by the AC agent, that for eupgrade purposes, I could only upgrade her as a travelling companion if and only if she was on the same pnr (ie same ticket) as me! Of note, I had cross-referenced her file, to mine.

Is that what he is saying is true!

He told me that I could only upgrade her as a nominee!
