The handle wasn't poorly designed. It was originally designed to rotate and lock into position facing forward to be in a more natural hand position (like the Victorinox Werks system). They were threatened with a patent infringement lawsuit and were forced to change it so it was locked in place. The quick fix was the locking collar. So, good design, poor patent research.
Interesting to hear the story behind the design. The fix still seems like a bad design. The locking mechanism just doesn't work well. Maybe a bit more R&D was in order, especially considering the price of the bag.
