I dont view the fee as a 'delivery' service charge, but rather a fee (rental or sale) of the cutlery. I can probably purchase a glass for BHT100 from Ikea (if there is one in Thailand), so I take it that the resort is selling the glass to me, whether or not I decide to take it home.
I have never encountered any hotel in Asia which charges a 'delivery fee' for whatever services but there are the odd cases of hotels taking a deposit (which can be intepreted as a sale if you forget to return the item at check-out) for items with high incidence of loss eg power adapter.
The LM Jakarta provides free wifi in the lounge but if you didnt bring your notebook, they used to charge a fee for 'use of' their pc. However after a few complaints, the management admitted it was a silly policy & waived the charge.
