why don't they just cut back on the number of deep discounted fares and fill them with seats in the next bucket or two up
That will create the empty seats and allow them to reduce capacity. The low fare buyer will just buy on anther airline or not book. With the recent fuel prices and Airline increases they will price some people out of the market.
