It could be that they have a 2 tone alarm system. I worked somewhere where if someone set the alarm off (manually or smoke) the whole building got a siren, but only those in the immediate vicinity got the second tier 'no really, this is serious' alarm. Generally you didn't move until it escalated to the second level (as they went off if someone looked at them wrong!)
