My experience is that it's route specific. I've had around a 30-40% WT+ to CW op-up on LHR-SFO since it's a very busy route on the day I normally fly. I've never been op-up'd SFO-LHR.
Can't comment on Silver but I had around 30% as a Gold for J-F op-ups on LHR-SFO and 20% on SFO-LHR over a couple of years. Since qualifying for GGL about a year and a half ago it's more like 70% for LHR-SFO and 50% for SFO-LHR.
