There's a taxi stand at Star Ferry, u should have no problems finding one in the afternoon since it's after lunch and before rush hour. Or catch one at the Intercontinental Hotel.

Don't think there'll be much traffic getting to KL Station around that time, but true there is construction, bad during rush hour, as always in TST.
