I do not think the requirements have changed. The VITEM-V has been used mostly for exchange teachers or continuing education of some sort, AFAIK.
The VITEM-II is usually used for ordinary work by foreigners associated with temporary company business and the like.
There is ambiguity when you are conducting an "internal training session". The people I know who do this all are using the VITEM-II, stating they are there on internal company business advising on company procedures and policies, or some such.
In reality there is little difference between them as far is the government is concerned but there are usually fewer questions for the VITEM-II.
All that I have said is AFAIK. I am not an expert at all, I just know a number of people who have been in a similar situation.
BTW, the Europeans and others who have visa waiver for Brazil seem never to apply for either one, just enter under the waiver. Three cheers for visa waiver.
