Indeed there are CBP checks coming from places like Guam and American Samoa to Hawaii.

Three years ago DHS/CBP at HNL effectively killed a 14-day-old infant arriving from American Samoa for heart surgery (perhaps via Guam IIRC) by locking the baby + mom + nurse up in a detention room, allowing the baby to overheat, ignoring pleas from the mom and nurse by ordering them to calm down, and delaying medical treatment long enough that the baby eventually died.

My memory is that the parents lost their lawsuit against CBP. Our tax dollars at work paying the "heroes" of law enforcement. If there were justice in this country, the CBP agents would have been charged with murder.
